Many thnks to Bella for provoking my search.
Sir Tim Rice wrote indeed a whole bunch of lyrics for Webber (including JC and Evita). He also wrote all the poems for Lion King (didn't know that!!!) ;)
However, Rice didn't write the libretto for the Phantom - according to phantomoftheopera.com, it was Charles Hart with additional lyrics by Richard Stilgoe. I tend to trust this source, considering that Hart was nominated for the Golden Globe with the "Learn To Be Lonely" song.
